Prior to July 1 of this year, New Hampshire’s Child Protection Act (RSA 169-C) had mandated that, in cases where an “indigent parent” was alleged by the state to have abused or neglected a child, the court would appoint an attorney for the parent.

The understanding was that no parent facing the prospect of losing a child should be without legal representation.
